Hello everyone, I am Chen Zhiwei, the police officer who responded to the Tangshan BBQ assault incident on June 10, 2022.
This is my ID card, and this is my original police officer's badge.
The person you see speaking now is named Chen Zhiwei, and he used to be a police officer.
He was the responding officer on the day of the Tangshan BBQ restaurant assault incident that went viral on the internet two years ago.
Afterward, he was sentenced to one year and one month in prison for abuse of power.
Now, Chen Zhiwei has come forward to publicly report and defend his rights.
I am now in another province, publicly reporting.
The case handlers in Caofeidian District of Tangshan City used illegal interrogation methods during the case handling to obtain an illegal record.
Regarding the true process of the June 10 incident, they did not make accurate records, covering up the truth.
During my interview process, they did not conduct a truthful investigation and recording, ultimately making me, a grassroots police officer, a scapegoat.
They persecuted me, fabricated charges, and forcibly convicted me.
It's quite surreal to think about it, a former police officer, having to hold up his own ID card and former police badge to defend his rights.
Indeed, there is nothing new under the sun, as various surreal events unfold daily across the country.
Today, we will talk about Chen Zhiwei's story of publicly defending his rights online.
First, let's briefly review the Tangshan BBQ restaurant assault incident.
It is said that on Beilu Road near the airport in Tangshan, there is a street about 500 meters long.
On both sides of this street, there are over twenty BBQ restaurants, making it a famous BBQ street locally.
These BBQ restaurants often have people eating BBQ and drinking beer at night.
Around 2:40 AM on June 10, two years ago, there were still many people in one of these BBQ restaurants.
Among them were four girls who were also drinking beer and eating BBQ. At this time, a man wearing a green vest came in from outside.
This man was also drunk and started staring at these girls after he came in.
Because there were no other men beside the girls, after a few seconds of staring, he reached out to pull the back of the girl in the white dress. The girl refused and pushed him away.
After being pushed away, the man tried to touch her again, but the girl slapped him.
The man in the green vest then became furious, discussed with his companions, and started attacking the girls.
The girls didn't back down either, and they fought back with beer bottles.
One of the bottles hit the man's head, and the fight broke out.
You can imagine, these girls, facing several burly men, were clearly outnumbered.
As a result, the men dragged the girl in the white dress outside.
They beat her severely on the ground, and it was horrific.
There were cameras inside and at the entrance of the BBQ restaurant.
So, the entire assault was captured on camera.
At that time, the other two girls present couldn't take it anymore and ran out of the BBQ restaurant.
When they ran outside, the men chased them and disappeared into an alley.
This video was uploaded to the internet the next day, and people were outraged.
At that time, there were two rumors online: the first rumor was that the four girls were beaten to death by these thugs.
It was said that the local government ignored the situation, covering up the news without any response.
Such a major incident had a video online but no announcement from the local police.
The second rumor was that two of the girls were chased into an alley and disappeared.
It was said that these two girls were sexually assaulted by the men in the alley.
Since there were no cameras in the alley, the rumor spread that they were assaulted there.
These rumors online fueled public resentment towards the police and local government.
This led to a huge public outcry, and the Central People's Broadcasting Station and CCTV came to the scene for interviews.
The police officer interviewed by reporters was Chen Zhiwei. He stated that there was no issue with the police response process.
He said the police were notified at 2:41 AM and arrived at 2:46 AM.
However, this didn't convince the public. If the call was at 2:41 AM and they arrived at 2:46 AM, the entire assault could be seen in the video.
They didn't arrive in time. Later, it was confirmed that the suspects left at 2:47 AM.
If the police arrived at 2:46 AM, they would have encountered the suspects on the scene.
However, the video footage later revealed that when the police arrived at the scene, there was no one there.
Not only had the suspects fled, but even the victims were gone, so the police did not arrive at 2:46 AM.
As public opinion grew, the Ministry of Public Security decided to supervise the case and set up a special task force.
Thus, the case was handed over to the Langfang City Public Security Bureau for investigation.
In essence, they didn't trust the Tangshan City Police Bureau to handle the matter impartially.
Thirty-five hours after the incident, all nine suspects were arrested, with one having fled to Jiangsu.
Most of the gang members were from Lianyungang in Jiangsu.
They had come to Tangshan to engage in illegal activities, such as gambling and debt collection.
Many of them were arrested in Jiangsu, and the local Discipline Inspection Commission also got involved.
They investigated whether there was collusion between the suspects and the police, and indeed there was.
As a result, 16 local police officers and government officials were investigated by the Discipline Inspection Commission.
A few months later, the nine suspects were prosecuted, and 15 local government officials were also charged.
Among them, the district head, who was previously the head of the Public Security Bureau, named Ma Aijun, was sentenced to 12 years in prison.
The gang leader, Chen Jizhi, was sentenced to 24 years in prison.

At that time, we assaulted several women.
Chen Zhiwei was sentenced to one year and one month in prison for abuse of power.
Last July, Chen Zhiwei was released from prison. After his release, he began to appeal, claiming he was wronged.
I have twice handwritten appeal letters to file complaints within the organization, and after nearly two years, there has been no positive outcome.
Since regaining my freedom on July 16 last year, I have reported the issues in my case to multiple departments, including the Tangshan Intermediate People's Court, the Intermediate People's Procuratorate, and the Tangshan Discipline Inspection Commission.
Each department informed me that they had accepted my report, but there has been no further response.
I submitted a retrial application to the Tangshan Intermediate People's Court and the Caofeidian District Court, but they did nothing.
They used judicial delays to stall me.
After a year of delays, Chen Zhiwei felt that he could no longer defend his rights through normal channels.
Thus, on August 4 this year, he began publicly reporting his case online, holding his ID card.
This incident quickly became a hot topic on the internet.
Chen Zhiwei's report included several key points, which I will share with you now.
First, regarding the response time.
When the court sentenced Chen Zhiwei for abuse of power, it stated that his response time was delayed.
It took nearly 30 minutes to arrive at the scene, arriving at 3:09 AM.
This allowed the suspects to escape the scene long before his arrival, and Chen Zhiwei claimed it was unjust.
The delay in police response to the June 10 incident caused a severe delay in handling the case.
However, I was not the officer responsible for the response at the police station.
I was notified of the incident around 3 AM and responded temporarily.
It took me over ten minutes to arrive at the scene after receiving the order.
Below, I will present three screenshots.
They are chat records from the work group of our duty team on WeChat before and after the June 10 incident.
Screenshot 2 shows that after the incident was reported to the police station, no one informed me of the incident, and I received no orders to respond temporarily.
Screenshot 3 shows a conversation at 2:53 AM, with the last message saying, "Call Zhiwei on the way.
" As of 2:53 AM, I still didn't know about the incident and received no orders to respond.
I learned about the incident around 2:56 AM.
Someone came to Chen Zhiwei's room and knocked on the door.
Chen Zhiwei explained that he wasn't supposed to respond that day; he wasn't a patrol officer.
He was a community officer at the police station and normally shouldn't have been responding that day.
So around 2 AM, he was resting in his dormitory.
So, around 2:56 AM, he was woken up, put on his police uniform, and started to respond.
Then he arrived at the scene at 3:09 AM, which took a total of 13 minutes.
Why 13 minutes? He said the road was under construction, and they had to take a detour.
So, it took them over ten minutes to arrive at the scene, and he believes he is not at fault.
Here, he disclosed an important fact: he said the reason he was sent to respond that night was because their deputy station chief, Han Zhiyong, had gone out drinking with several police officers and auxiliary police that night.
Originally, Han Zhiyong should have been on duty at the police station, but he was not there.
In the end, since they couldn't find other officers, they sent him to respond.
So, he felt wronged. He shouldn't have been on duty, and he did not delay the response.
This is why he feels very wronged.
The second point is about letting Chen Jizhi go.
The court's judgment mentioned that when he went to the hospital to find the involved parties, he saw Chen Jizhi in the hospital corridor.
After questioning him, Chen Jizhi admitted that he was involved in the assault that day.
However, he did not arrest Chen Jizhi immediately; instead, he let him go after questioning him.
This was considered an abuse of power, so how does Chen Zhiwei explain this?
He said the situation was complicated. When they arrived at the scene at 3:09 AM, no one was there.
The suspects had fled at 2:47 AM, some took taxis, and another drove away.
So, after arriving at the scene, they reviewed the footage.
They assessed the situation and then went to the hospital to find the involved parties.
The four girls who were beaten had also been sent to the hospital.
When they arrived at the hospital entrance, they noticed someone acting suspiciously.
He questioned the person, who was also injured, and it turned out to be Shen Xiaojun, one of the assailants.
So, he took Shen Xiaojun back to the police station. After bringing him back, he faced a dilemma. Why?
Because there were nine people on duty that day, but the deputy station chief and others had gone drinking.
When he went to the scene, he only had two auxiliary police officers with him, making three in total.
After returning to the police station, to take compulsory measures against Shen Xiaojun, according to the Ministry of Public Security regulations, at least two officers are needed to make a record, and at least one to watch him.
So, when they decided to watch Shen Xiaojun at the police station, he took another person to the hospital to continue verifying the situation with the involved parties.
In the hospital corridor, he saw a man with his head bandaged and bleeding.
He found this suspicious and questioned him, revealing it was Chen Jizhi, who admitted to the assault.
But the man was drunk, and his responses were unclear and incoherent.
Chen Jizhi's wife was beside him, and she became nervous when the police questioned him.
She said it was a mutual fight and not just her husband at fault.
She claimed her husband was injured and needed treatment, including tetanus shots.
Chen Zhiwei explained he wasn't clear about the case and hadn't seen the victims. So, he asked Chen Jizhi's wife to leave her phone number and ID number, then let them go.
He saw Chen Jizhi and his wife heading towards the inpatient area, thinking he was going to be hospitalized.
Then he found the victims and asked if they knew Chen Jizhi.
One of the victims said she didn't know him, and others were uncertain.
If they knew him, it could have been due to some emotional dispute or mutual fighting.
At this point, he called the deputy station chief, Han Zhiyong, and the call lasted 7 minutes and 30 seconds.
He reportedly recorded the call, explaining the situation to Han Zhiyong.
Han Zhiyong did not tell him to arrest Chen Jizhi, and there was a special circumstance.
He said if he had to take compulsory measures against Chen Jizhi, he only had one auxiliary officer with him.
If he needed to verify the situation with the victims, someone had to simultaneously enforce the law, but there was no one else.
He couldn't be in two places at once, and the reason for the lack of personnel was because Han Zhiyong and others went drinking.
As a small police officer, he felt helpless in this situation.
These are the two most important points he revealed.
After his revelations, on August 6, just a day and a half later, the Tangshan City Police Department issued an announcement.
They stated that everything Chen Zhiwei said was false and untrue.
They said they had reviewed the case files again and found no issues, affirming his actions were indeed an abuse of power.
During an interview, I truthfully explained the situation in front of more than a dozen staff from various departments of Tangshan City.
I stated that it took over 10 minutes for me to arrive at the scene, not the 5 minutes reported in the news release.
I refused to read the news release, but I was threatened by a city-level leader on the spot to read it as written.
What happened later was reported by other media: on the morning of June 10, he was supposed to write an internal report.
Chen Zhiwei discussed with the deputy station chief Han Zhiyong and their station chief Hu Bin, and they agreed to write 2:46 AM.
Why? Because his law enforcement recorder showed the arrival time as 2:46 AM.
But it was clearly not 2:46 AM, as the time on his law enforcement recorder was slow. So why did he write 2:46 AM?
Because the Tangshan City Police Department had a response time requirement, and if they wrote 3:09 AM as the arrival time, they would be held responsible, so the three of them decided to write 2:46 AM.
But in the afternoon, when Chen Zhiwei saw that reporters from CCTV and Central People's Broadcasting Station were there, he probably felt the situation was too serious, and 2:46 AM was unreliable.
So he told the leaders on the spot that he did not arrive at 2:46 AM.
It took him over ten minutes to get to the scene. According to him, a city leader at the scene slammed the table and told him to say it was 2:46 AM.
He had no choice but to tell reporters from the Central People's Broadcasting Station that he arrived at 2:46 AM.
Later, it caused an uproar, and he became famous, eventually being sentenced.
He felt wronged, saying he didn't know the name of the city leader, but it was a city leader.
Regarding this point, the local response stated that he actually discussed it with his station chief and deputy chief, without any leaders involved.
Both of them were sentenced, so the local authorities had no responsibility.
Regarding this response, I personally believe Chen Zhiwei's account is likely true.
He said he had recordings, and Chen Zhiwei seemed clear-headed.
He recorded his conversations with the leaders.
He also recorded part of his phone call with the deputy station chief, Han Zhiyong.
So he claims to have objective evidence and is willing to bear full legal responsibility for his public report.
Therefore, I believe it's highly likely that the local government ordered him to state the 2:46 AM time.
Think about it, the local government just wanted to suppress the incident and avoid responsibility.
Regarding the second point about letting Chen Jizhi go, I believe he was indeed wronged.
According to the Ministry of Public Security regulations, there are several ways to handle drunk suspects.
One is to restrain them until they sober up, but you can also hand them over to their family for supervision.
Chen Zhiwei said he saw the family taking him to the inpatient department.
He didn't release the suspect but hoped the family would supervise him.
In my view, was Chen Zhiwei's action an abuse of power? I believe it was within the legal boundaries.
Sentencing him to one year and one month in prison for abuse of power was indeed heavy, suggesting he was made a scapegoat.
So what do I want to say about this matter? I want to say that Chen Zhiwei's public report to defend his rights is quite absurd. Why?
If the Tangshan BBQ incident hadn't sparked massive public outrage, the initial handling of the incident was terrifying. Why?
Chen Zhiwei had first arrested a man named Shen Xiaojun that day.
He brought Shen Xiaojun back to the station and recorded a statement.
He processed him until 6 AM, but at 9 AM, Shen Xiaojun was released.
Who released him? The deputy station chief, Han Zhiyong.
Why did Han Zhiyong release Shen Xiaojun? Because another deputy station chief called him, saying Shen Xiaojun was a friend, so he let him go.
Shen Xiaojun was the last suspect to be arrested, hiding in Jiangsu. He fled after being released.
Imagine, Shen Xiaojun, as a suspect, was arrested by Chen Zhiwei and brought to the police station, and then the station chief released him on the same day. What does that indicate?
It shows that the police were indeed colluding with these gang members.
Further investigation into the case revealed even more shocking criminal activities.
For example, the main suspect in this case, Chen Jizhi, was later sentenced to 24 years in prison, a heavy sentence.
Media investigations later revealed that Chen Jizhi had a long criminal record.
Since 2012, Chen Jizhi and others had been involved in illegal detention, group fighting, intentional injury, running illegal casinos, robbery, concealing criminal proceeds, assisting information network criminal activities, and causing public disturbances, totaling 11 criminal activities in Tangshan and other areas.
One typical case occurred in December 2015 when Chen Jizhi had a dispute with Shang Moukai over a mortgaged vehicle.
On the night of December 12, 2015, after learning that Shang Moukai was in a community in Tangshan, he instructed Liu Mou and others to find Shang Moukai in that community.
When they tried to control Shang Moukai, he resisted, and Liu Mou and others used a U-shaped lock to hit Shang Moukai's head, causing his head and face to be covered in blood.
Liu Mou and other suspects forcibly took Shang Moukai to a courtyard in the Kaiping District of Tangshan as instructed by Chen Jizhi.
There, Chen Jizhi and others continued to violently assault the victim.
Later, during the detention period, the suspects placed Shang Moukai in the trunk to control him.
The entire process showed the gang's ruthless methods.
Eventually, after being beaten, the two people climbed over the wall and escaped, then called the police.
The police later arrested Chen Jizhi and Liu Tao, a total of four people.
When Liu Tao was sentenced that year, Chen Jizhi was missing.
The judgment stated that Chen Jizhi was on the run during criminal detention. How did he go from being arrested to being on the run?
The special task force later discovered that Ma Aimin, the district chief, knew that Chen Jizhi was a suspect and should not have been granted bail, but he processed the bail anyway.
After being granted bail, Chen Jizhi disappeared and was never caught again.
The victims continued to petition and report the case until Chen Jizhi was eventually listed as a fugitive online.
Even as a fugitive, Chen Jizhi remained at large and continued to assault people at the BBQ restaurant.
This highlights the collusion between the local police and gang members, which was a common practice in Tangshan at the time.
It shows how deeply intertwined the police and gangsters were.
To be honest, the rumors that circulated during the Tangshan BBQ incident were later proven false.
The four girls were not beaten to death, nor were they sexually assaulted in the alley.
But it is tragic that without these false rumors, the incident wouldn't have gone viral.
If it hadn't gone viral, the case might have been quietly buried.
On the morning of the incident, the station chief, Hu Bin, instructed his deputy, Han Zhiyong, to classify the case as an administrative case instead of a criminal one.
An administrative case would only result in a maximum of 15 days' detention for the involved parties.
So, the collusion between the local police and gangsters was indeed a common practice in the area.
It's truly tragic that it took the spread of false information to create a massive public outcry that ultimately exposed the collusion between the police and gangsters.
Isn't it a tragedy? Without the public outcry, those four girls might have been unjustly beaten without any recourse. This is a stark reality of Chinese society.
The second aspect is whether Chen Zhiwei's public report will succeed.
I don't think it's likely. Why?
Because Chen Zhiwei's public report does not target a specific individual.
He mentioned a city leader but couldn't name the person.
More importantly, he is pointing at the entire post-incident handling process of the Tangshan BBQ case, essentially the whole system.
In the domestic system, targeting a specific person might succeed.
But when you target the system itself, it's unlikely to succeed.
Even considering the Tangshan BBQ incident itself.
Before the public outcry, they wanted to hush things up, with the police colluding with the gangsters.
Once the public outcry began, they started arresting everyone involved and handling the case swiftly and harshly.
But what cannot be questioned is the system itself, and now Chen Zhiwei is questioning the system.
Sadly, Chen Zhiwei became a scapegoat because he gave an interview at the time.
He feels wronged and has come forward to report the issue, but why didn't he appeal back then?
It's now clear, as he said, if he had appealed, what would that mean?
It would mean he was treated leniently, admitting guilt.
If he had appealed, he might have faced an even harsher sentence.
So he had to accept the situation, but he said he started appealing from the detention center after being sentenced to one year and one month in prison.
But by then, no one cared about his appeal, and he was truly sacrificed.
So you see, when there is no fair judicial process, not only are the rights of ordinary people unprotected, but even as a police officer, if you end up in the defendant's seat, you are left helpless.
You can cry out to the heavens, but no one responds; cry out to the earth, but it doesn't help. This is the situation Chen Zhiwei faces today.
The latest update from Chen Zhiwei is: I hope a higher-level investigation department will use my public report to fully reveal all the truths of the case.
I have no way out now that I have publicly reported this.
As long as I have freedom and life, I will persist to the end.
However, on the night of August 6, he posted another video: Last night, people from Tangshan came to my current residence in another province, knocking on my door multiple times.
They said my matter must be resolved back in Tangshan, and the leaders wanted to see me.
I feel immense pressure from publicly reporting such a significant case.
For safety reasons, I didn't dare open the door or go back.
If he returns to Tangshan, how will those leaders handle it? Will they protect him? Will they care?
Obviously not. Those leaders care about the public opinion he has generated.
And what this public opinion reveals is the utterly corrupt police system in Tangshan at the time.
Judging by the local responses, the departments there are not genuinely trying to resolve his issues.
So his past reports and appeals went unanswered.
According to Chen Zhiwei, the local departments are acting as both judge and player.
To truly investigate this matter, it needs to be handled by an outside authority.
So now he calls for a higher-level institution, beyond Tangshan, to conduct the investigation.
But honestly, while the rights of those four girls can spark massive public outrage, Chen Zhiwei, as a police officer, might not gain as much sympathy from internet users.
It's unlikely to generate the same level of public outcry, making it hard to prompt a higher-level investigation.
So in my view, Chen Zhiwei's prospects do not seem bright.
Reversing his case is extremely difficult because doing so would mean acknowledging that the city leaders' directive for him to arrive at the scene at 2:46 AM was true.
This would require addressing the local government's role, which they consider resolved.
Reopening the case would indicate procedural flaws and concealed facts.
There are various concealed facts that have not been revealed, which is extremely sensitive.
More importantly, as I mentioned earlier, he is targeting the system. Once there is public outcry, the swift and heavy-handed handling process itself has various procedural issues with the police.
This is something the local authorities absolutely cannot admit easily. Can they admit that the local court's judgments are flawed?
That is harder than reaching the sky. So, in my view, the outlook for Chen Zhiwei's public report is not optimistic.
The latest update is that his Douyin account has been set to private, and he has deleted his WeChat chat screenshots and his latest video.
But we still want to support Chen Zhiwei, urging him to expose all the evidence he has as soon as possible.
Because only by exposing it can he possibly gain sympathy for the victims and turn it into hatred towards the local government and gangsters.
Once this emotion is mobilized, it might create a larger public outcry.
In China today, seeking justice relies solely on public opinion.
